I think the Belgians are to blame for the Rwandan Genocide, because they setup the groundwork for the genocide. They favored the Tutsi and gave them better treatment which began the hatred of Tutsi by the Hutus. I also think the Tutsi and the Hutus are to blame, because they were the two sides of the actual conflict.
